With reference to previous correspondence
regarding attacks by Japanese forces on Chinese junks registered in Hong Kong, I have the honour to bring to Your Excellency's notice a case where, although the identity of the junk cannot be established, it is clear that a motor boat flying the Japanese naval ensign seized a junk inside British Territorial waters.
2. I enclose copies of statements taken in this connection which contain all the know details. The Japanese motor boat, about the size of a naval H.T.B., was at 3.15 p.m. on 12th September, 1941, sighted at position Latitude 220 14' North, Longitude 1130 50' East. No identity marks could be seen at the distance (about 14 miles south-west of Tai 0), but it was seen to be flying the Japanese naval ensign. While the Police were reporting the matter, the motor-boat was seen to take in tow a two- masted junk of about 200 piculs, and make off with the junk in the direction of liacao. Interception by the Police was impossible as the motor boat was towing the junk at a speed greater than the maximm speed of the Police launch. naval K.T.B. and Police launch were despatched to the scene.
3. As the evidence shews a clear infringement of British Territorial waters, I should be glad if a protest might be lodged with the Japanese Ministry for Foreign Affairs.
